The role

Natural Resources Wales (NRW) is looking for three experienced and highly organised Project Managers to lead the delivery of projects under the NRW2030 programme – our ambitious, organisation-wide transformation to build a more sustainable, resilient Wales.

As a Project Manager, you’ll lead the planning and implementation of a range of interrelated projects, working closely with colleagues across NRW and external partners to deliver meaningful outcomes.

You’ll develop and manage detailed project plans aligned with NRW’s governance frameworks, explore and appraise delivery options—including internal resource deployment and procurement of sub-contractors —and prepare robust business cases and tender documentation where needed.

Strong financial and risk management will be essential, alongside clear, timely reporting through our established governance structures. Ensuring full compliance with NRW’s procurement and project controls will be a key part of the role.

These roles offer a high degree of flexibility and may span a wide portfolio of initiatives, depending on programme priorities. 

As an organisation we support flexible working. You will be contracted to the nearest NRW office to your home and a suitable hybrid working pattern will be agreed on appointment. Any regular face to face meetings or training will be planned in advance.

What you will do

  • Be responsible for developing and maintaining a detailed implementation plan for operational delivery of projects approved as part of individual Programmes within NRW2030.
  • Undertake research as required and produce complex documents that provide advice, guidance or opinion which others will use and act upon
  • Monitor progress against the implementation plan and undertake regular reviews to ensure full delivery of the project within the time period.
  • You will be involved with third party negotiations and contract management.
  • Be the principle point of contact for each sub-project and where required work with other partners to share information and work together to deliver climate, nature and pollution targeted outcomes.
  • You will have delegated budgetary responsibilities and will be responsible for financial tracking and reporting project progression.
  • Contribute to the delivery of the team’s business plan, the directorate delivery plan and NRWs corporate plan.
  • Ensure that continuous improvement methods are applied to work areas.
  • Develop, review and improve technical documentation, to enable consistent and appropriate understanding and application by staff in the business that enables effective service provision.
  • Undertake health and safety duties and responsibilities appropriate to the post

Your qualifications, experience, knowledge and skills

In your application and interview you will be asked to demonstrate the following skills and experience using the STAR method. 

  1. You will have a recognised professional/technical qualification or equivalent relevant experience in project management.’ 
  2. Project management experience must include budget management, management of staff, work programming and successful delivery of projects.
  3. Experience in informing and influencing government departments/regulators, preferably on environmental issues.
  4. Extensive experience in forming and maintaining close links with internal and external partners/stakeholders to deliver the outcomes of both a specific function/project and the wider organisation.
  5. Be able to work at pace and have a track record of delivery.
  6. Being innovative and demonstrating drive to achieve targets.
  7. Good team working and communication skills.
  8. Ability to write clear, concise technical reports.
  9. Negotiation and engagement skills.

 

Welsh language level requirements

  • Essential:  Level A1 - Entry level (able to use and understand simple, basic phrases and greetings, no conversational Welsh)
