The role

We are looking for a skilled Business Analyst to play a key role in NRW2030, our ambitious transformation programme. You will bring specialist expertise in business change and improvement to support the People workstream, helping to shape how Natural Resources Wales (NRW) operates over the next five years.

In this role, you’ll support the successful delivery of projects and programmes by providing expert advice on change management, stakeholder engagement, and continuous improvement. You’ll analyse complex data, maintain and enhance key systems, and generate meaningful insights to guide strategic decision-making. Ensuring alignment with NRW’s Project and Programme Management (PPM) frameworks, you will help identify skills and resource risks, while embedding change into our core operations. Your work will directly contribute to delivering NRW’s Corporate Plan and Wellbeing Objectives.

As an organisation we support flexible working. You will be contracted to the nearest NRW office to your home and a suitable hybrid working pattern will be agreed on appointment. Any regular face to face meetings or training will be planned in advance.

What you will do

  • Manage and prioritise business improvement initiatives, ensuring efficient time allocation and delivery.
  • Provide expertise in continuous improvement and change management, analysing complex information, creating dashboards, and ensuring data accuracy for informed decision-making.
  • Lead engagement with NRW staff, managers, and external stakeholders to shape, influence, and communicate transformation efforts.
  • Contribute to large-scale business-critical transformation projects, ensuring alignment with NRW’s Project Management process and influencing policy and procedural changes.
  • Interpret and analyse data using statistical techniques to generate key insights that inform transformation strategies.
  • Support the coordination and implementation of NRW2030 programmes and projects, prioritising business and information needs for optimised service delivery.
  • Understand and interpret NRW’s operational delivery and strategy plans within a broader organisational context.
  • Produce complex reports, documents, and dashboards, sourcing data from multiple locations and applying professional judgment in analysis.
  • Communicate effectively in written and verbal formats, contributing to high-complexity projects, facilitating meetings, and providing specialist advice.
  • Foster strong relationships and networks to enhance collaboration and stakeholder engagement.
  • Coach and mentor staff on engagement and co-production, developing internal capability and knowledge-sharing
  • Undertake health and safety duties and responsibilities appropriate to the post

Your qualifications, experience, knowledge and skills

In your application and interview you will be asked to demonstrate the following skills and experience using the STAR method.

  1. Strong analytical skills with attention to detail and accuracy in collecting, organising, and interpreting data.
  2. Proficient in statistical analysis and data visualisation tools (Excel, SPSS, SAS, Power BI, Miro).
  3. Sound knowledge and practical experience in project, programme, risk, and benefits management.
  4. Green Belt qualification (or equivalent experience) in Continuous Improvement with experience in business change implementation.
  5. Excellent written and oral communication skills, including report writing and presenting to diverse audiences.
  6. Strong collaboration, negotiation, and interpersonal skills with experience in stakeholder engagement and network building.
  7. Skilled in facilitation, including planning and delivering stakeholder workshops and events.
  8. Experienced in matrix management, leading diverse teams with technical expertise.
  9. Highly organised with the ability to work independently, demonstrate innovation, and develop creative solutions.

Welsh language level requirements

  • Essential:  A1 - Entry level (able to use and understand simple, basic phrases and greetings, no conversational Welsh)
